プレイヤーのほとんどが支援のため艦隊を派遣する際、自分でデューテリウムも用意していますから。そのため、誰も価値のない同盟格納庫を建設していない状況です。

同盟格納庫を価値あるものとするために、同盟格納庫のレベルによって、支援を受け入れられるバディーの艦隊の数を決めてはいかがでしょうか？そうすれば、同盟格納庫の価値が生まれ、プレイヤーも同盟格納庫を建設するようになると思うのです。
